Green Party of Saskatchewan Policy Resolutions adopted at Conventions 1998 to 2006
1998.1. Greenhouse gases
Resolved that the Green Party of Saskatchewan support immediate action to reduce and limit the release of greenhouse gases in Saskatchewan.
Resolved that the Green Party of Saskatchewan support and extensive energy conservation program and the creation and implementation of alternative methods of energy production.
1998.2. Marijuana
Resolved that the Green Party of Saskatchewan work with our allies and supporters to decriminalize marijuana usage in our society.
Be it further resolved that the Green Party of Saskatchewan supports all initiatives to bring about the use of industrial hemp in Canada.
1998.3. Clearcut logging
Be it resolved that the Green Party of Saskatchewan oppose clearcut logging.
Be it further resolved that the Green Party of Saskatchewan work to preserve the Dore Smoothstone area.
Be it further resolved that the Green Party of Saskatchewan work to create jobs for the unemployed forestry workers and others in the commercial forest region of Saskatchewan through the development of value-added businesses.
1998.4. Capitalism
Be it resolved that the Green Party of Saskatchewan oppose the current capitalistic system and paradigm which exploits workers, and
Be it further resolved that the Green Party of Saskatchewan support alternative economic systems that benefit all humanity and explore the potential option of worker-owned industries and businesses as one possible solution to the present economic dilemma.
1998.5. Just transition policy
Be it resolved that the Green Party of Saskatchewan support the concept of just transition for all workers currently working in unsound industries and publicly discuss the concept of just transition as a way of taking workers into the new sustainable economy.
1998.6. Labour legislation
Be it resolved that the Green Party of Saskatchewan work with our labour allies to implement legislation pertaining to anti-scab provisions, pay equity and most available hours.
1998.7. Labour rights
Be it resolved that the Green Party of Saskatchewan include promote the rights of workers including those under the conventions of the International Labour Organization, which are the common rights of all workers, and
Be it further resolved that the New Green allaince help to educate all Saskatchewan workers about their current rights.
1998.8. Farm policy and rural development
Be it resolved that the Green Party of Saskatchewan support family farms, kco-op farms, producer co-operatives, and producer-controlled marketing boards; and
Be it further resolved that the Green Party of Saskatchewan will actively support legislation such as exists in Nebraska and other U.S. states which ban corporate farming; and
Be it further resolved that the Green Party of Saskatchewan will actively support ecological, sustainable and organic agriculture and the creation of an alternative food processing and distribution system.
1998.9. Post secondary education
Be it resolved that the Green Party of Saskatchewan endorse and work toward a publicly-funded universally-accessible system of post-secondary education in the country, and
Be it further resolved that the Green Party of Saskatchewan establish a zero-tuition fee policy for post-secondary education similar to that which exists in Mexico.
1998.10. Corporations and schools
Be it resolved that the Green Party of Saskatchewan oppose any corporate involvement in Canada's elementary and secondary schools.
1998.11. Anti-poverty measures
Be it resolved that the Green Party of Saskatchewan support raising social assistance rates by twenty-five percent toward meeting basic needs; and
Be it further resolved that the Green Party of Saskatchewan support raising the minimum wage to seven dollars an hour and index the minimum wage to the cost of living.
1998.12. Free trade agreements
Be it resolved that the Green Party of Saskatchewan steadfastly oppose the Multilateral Agreement on Investment and work with their allies to stop or undo similar trade and investment agreements, including the North American Free Trade Agreement, that puts profits of transnational corporations above the interests of the people.
1998.13. Labour standards
Be it resolved that the Green Party of Saskatchewan promote the implementation of a 32 hour week, with no cut in pay, to reduce unemployment and provide more leisure time for the overworked, and
Bit it further resolved that the Green Party of Saskatchewan support the placing of firm restrictions on the use of overtime, including the right for workers to refuse overtime work after 32 hours, and time off in lieu of overtime pay, and
Be it further resolved that the Green Party of Saskatchewan also support the extension of pro-rated benefits to all part-time workers in the province.
1998.14. Health care
Be it resolved that the Green Party of Saskatchewan support a re-investment of public funds into the health care system to ensure that the five basic principles of the Canada Health Act -- universality, comprehensiveness, accessibility, portability and public administration -- are firmly upheld.
1998.15. Community health centres
Be it resolved that the Green Party of Saskatchewan encourage as a model of primary service delivery, the expansion of community health centres that employ a salaried team of multi-disciplinary providers and are community-controlled.
1999.1. Taxes
That the provincial government's taxation and royalty revenues from mineral resources be raised at least to the levels under the Blakeney administration.
That tax incidence be shifted from middle and lower wage earners onto the profitable corporations operating in this province.
That the policy of taxing low income people through the use of casinos and VLT's be reversed.
1999.2. Education:
That university education be offered free of charge to Saskatchewan residents.
1999.3. Uranium Mining:
That northern Saskatchewan land claims with Aboriginal First Nations be given priority, and that a settlement giving First Nations control over northern resources be immediately negotiated.
That a revenue sharing scheme between northern communities and mining companies operating in the north be immediately negotiated; if negotiations are not concluded in a timely manner, that such a scheme be legislated directly.
That present environmental regulations around mining operations be aggressively monitored and enforced by Environment Department officials.
That a full public inquiry be held into the end uses of Saskatchewan uranium.
That provincial royalty rates on Saskatchewan mineral resources be raised to reflect the mining infrastructure costs incurred by the public over the last three decades.
That taxation policy on mining companies be reviewed.
That no new uranium mines be licensed to operate in this province.
That present uranium mines be phased-out as new jobs are found for displaced workers.
1999.4.The Automobile
That a letter be sent to the Saskatchewan Motor Vehicle Dealers Association instructing them that they have one year to implement a plan to cut motor vehicle injuries and fatalities by 25%. If the desired result is not achieved, then a campaign will begin to divert provincial spending on highways to develop safer forms of mass public transportation. In the meantime, money should be spent to build up bicycle and other alternative transportation infrastructure in urban centers. Money should also be spent to develop short line rail in rural areas.
The 1994 amendments to the Automobile Accident Insurance Act should be repealed, restoring victims' legal right to sue.
The Automobile Accident Insurance Act should have its name changed to the Automobile Collision Survivors' Fund.
1999.5. Fluoridation
The Green Party of Saskatchewan takes the position that medicating the entire population through the water supply, especially with a controversial compound of dubious origins, is unwise and undemocratic. The Green Party of Saskatchewan resolves:
That the government direct the Department of Environment to detect and measure environmental fluorides and to trace them back to their sources.
1999.6. Nuclear Power
The Green Party of Saskatchewan resolves:
That no further provincial money be spent on nuclear power. The provincial government further directs all Department, Agencies and Crown Corporations to abandon any proposals to develop nuclear power programs for the Province.
That the province direct all Departments, Agencies and Crown Corporations to categorically refuse to partner themselves in any way with Atomic Energy of Canada Limited (AECL).
That the province pass legislation prohibiting the transportation and/or storage of nuclear reactor waste across or within provincial boundaries.
1999.7. Social Services
The Green Party of Saskatchewan believes that the Social Assistance Program should be more than a market support for private "free market" business. It should also be used to build up public sector assets to supply basic human needs. The Green Party of Saskatchewan supports the following policy proposals:
Along with supporting private landlords, SAP money should be used to build up publicly controlled, not-for-profit rental units, and to encourage co-operative efforts for SAP recipients to make down payments on their own homes.
SAP money should be targeted towards supporting Saskatchewan based private landlords.
Along with supporting retail food outlets, SAP money should be used to develop not-for-profit food production and wholesale distribution systems.
SAP money should be targeted to supporting Saskatchewan based food retailers.
1999.8. Oil
The Green Party of Saskatchewan resolves that the province should fully support the minimal requirements set out by international treaty at Kyoto. We propose:
That the province re-commit itself to developing renewable energy resources. This would include re-funding the wind power demonstration project cancelled by SaskPower, re-funding the Saskatchewan Energy Development and Conservation Authority disbanded by the NDP government, and implementing key recommendations from the 1991 Saskatchewan Energy Options commission in the area of demand side management.
That the province spend money on researching and developing alternatives to the automobile for mass public transport, especially if the Saskatchewan Motor Vehicle Dealers' Association is unable to cut motor vehicle deaths and injuries by 25% by the year 2000.
That the NDP provincial government end its subsidies to the oil industry, especially to oil mega-projects.
1999.9. Natural Gas
The Green Party of Saskatchewan takes the position that the corporate interest in chasing the most lucrative markets should not override all public concerns, especially when it involves a strategic and publicly owned resource like natural gas.
The Green Party of Saskatchewan offers the following policy proposals:
That a special tax or royalty be levied on producers and/or pipeline companies, and the revenues generated be distributed to consumers to offset higher costs.
That the province establish a special task force authorized to work with other provincial and state governments to ensure security, stability and affordability of natural gas supplies.
1999.10. Resource Extraction
The Green Party of Saskatchewan offers the following proposal:
That provincial infrastructure and other subsidies to multi-national mining and oil companies cease, and that any provincial involvement in these industries be dictated by the results of rigorous environmental impact studies and the net economic benefits returned to the people of Saskatchewan. Public debt would be measured against the royalty and taxation revenues from these sectors, as well as the benefits of similar public spending in other sectors.
2000.1 - Proportional Representation
RESOLVED that the Green Party of Saskatchewan will work for the adoption of legislation that will discard the "first past the gatepost" electoral system, and replace it with a more democratically representative electoral system based on "proportional representation".
2000.2 - Crown Corporations
RESOLVED that the Green Party of Saskatchewan will work for the adoption of legislation that will allow the sale of a crown corporation only after such a decision has been approved by Saskatchewan residents through a provincial referendum.
2000.3 - Sustainable Agriculture
RESOLVED that the Green Party of Saskatchewan will work with other interested groups in pressuring the federal and provincial governments to develop programs that through education and tax incentives will encourage farmers to adopt organic farming practices.
2000.4- Unemployment
RESOLVED that the Green Party of Saskatchewan will work with other organizations to pressure governments at all levels to divert funds presently used to subsidize private business and commit those funds to:
1. improve and increase the level of government services to the public
2. educate those interested in learning cooperative philosophy and administration
subsidize start-up costs for groups (that have demonstrated the necessary skills) interested in organizing nonprofit worker cooperatives.
2000.5 - Labour History
RESOLVED that the Green Party of Saskatchewan will work to pressure the provincial government to amend the education curriculum at both the elementary and secondary levels to include courses about the history of cooperative and labour movements.

2000.6 - Media Ownership
RESOLVED that the Green Party of Saskatchewan will work and support other organizations whose goal it is to have at least fifty per cent of media outlets owned and controlled by the popular class. This may take the form of worker/member media cooperatives, publicly owned or controlled broadcast services.
2000.7 - Pension Review
RESOLVED that the Green Party of Saskatchewan will work with other interested organizations to pressure the federal government to change the Canada Pension Plan so that any Canadian citizen over the age of twenty-one could elect to receive two years of Canada Pension Plan benefits in advance. To recompense the Canada Pension Plan for the early use of these benefits, a person who choose to take advantage of this arrangement would have to wait an additional two years before qualifying for Canada Pension Plan benefits in their later years.
2000.8 - Climate Change
RESOLVED that the Green Party of Saskatchewan work with other organizations to take immediate actions in Saskatchewan and Canada to set up structures that will support the reduction of greenhouse gas emissions in this province. These actions should be centred around energy conservation, alternative and bioenergy supply, low emission transportation systems, demand side management and support for employment transition programs.
2000.9 - Northern Employment Strategy
RESOLVED that the Green Party of Saskatchewan work to move Saskatchewan towards supporting self-reliance of northern residents through ecotourism, housing and low technology sustainable resource use.
2000.10 - Affordable Housing
RESOLVED that the Green Party of Saskatchewan support the establishment and development of Saskatchewan housing cooperatives, alternative housing initiatives, community organizations, community-based businesses, local food supply and life-long education centres.
2000.11 - Stop Export of Bulk Water
THEREFORE BE IT RESOLVED that the Green Party of Saskatchewan legislate no new interbasin transfers of water or the bulk purchase of water for the purpose of export outside Saskatchewan.
2000.12 - Environmental Monitoring & Compliance
RESOLVED that the Green Party of Saskatchewan place this higher on its priorities and that more money, people and energy be put into making sure all data is collected, regulations are complied with and that efforts are made to clean up current environmental liabilities.
2000.13 - Increase in Social Assistance
RESOLVED that the Green Party of Saskatchewan support and work with other organizations to put more resources and money into the social infrastructure of this province.
2000.14 - Support for Endangered Spaces Program
RESOLVED that the Green Party of Saskatchewan would support and work with other organizations for the designation and legislative protection for these lands, and
that the Dore-Smoothstone Area be one of those first designated protected areas.
2000.15 - Halt to Bear Baiting
RESOLVED that the Green Party of Saskatchewan support a ban on bear baiting in the province.
2000.16 - Political Alliances in Municipal Elections
RESOLVED that the Green Party of Saskatchewan set the following principles when setting up local municipal alliances or working with local organizations on municipal elections:
1.
Where the Green Party of Saskatchewan as a party involves itself in local municipal elections, it should run on a platform that is consistent with the party principles. The platform should emphasize green issues and social justice positions.
2. Where the Green Party of Saskatchewan engages in the formation of political alliances, it should be with progressive political forces. Such alliances should be firm and made in advance of an election, specifying who will be candidates, the alliance platform and priorities given to key issues. The Green Party of Saskatchewan and its members should be prepared to withdraw from an alliance if these agreements are violated.
3.If individual members of the Green Party of Saskatchewan run for office as individuals, it is expected that they will advocate policies that are consistent with the principles of the Green Party of Saskatchewan.
2000.17 - Assessment of Land and Built on Property
RESOLVED that the Green Party of Saskatchewan supports the principle of market value assessment of land and built on property.
2000.18 - Property Tax Through an Ad Valorem System
RESOLVED that the Green Party of Saskatchewan supports property taxation through an ad valorem system.
2000.19 - Re-introduction of a Business Tax
RESOLVED that the Green Party of Saskatchewan support the re-introduction of a business tax at the municipal level and would require such a tax in all municipalities.
2000.20 - Maximum wage
RESOLVED that the Green Party of Saskatchewan supports the idea of implementing a provincial/national maximum wage of $1 million.
2000.21 - Guaranteed Annual Income
RESOLVED that the Green Party of Saskatchewan supports the idea of implementing a livable guaranteed annual income.
2000.22 - Rural Amalgamation
RESOLVED that the Green Party of Saskatchewan opposes forced amalgamation of rural muncipalities; That the Green Party of Saskatchewan communicate this position to affected parties, and
That the Green Party of Saskatchewan support negotiation with, rather than legislation against the affected rural municipalities.

2001.1 - Party membership
RESOLVED that a party membership purchased at any time of the year will be valid through the period of the next annual convention following the purchase of the membership and shall remain valid until the opening of the subsequent annual convention.
2001.2 - Electoral platform
RESOLVED that a Green Party of Saskatchewan working group be established to define a basic, electoral platform and then release it to our membership for feedback and solicitation. The electoral platform is approved at the annual convention.
2001.3 - Gay marriages
RESOLVED that the Green Party of Saskatchewan support the legalization of Gay marriages in Saskatchewan, Canada and elsewhere.
2001.4 - Recycling
RESOLVED that the Green Party of Saskatchewan support a ban on disposal of recyclables and encourage strong the recycling of such useful material in Saskatchewan and elsewhere.
2001.5 - Genetically engineered wheat
RESOLVED that all forms of genetically engineered wheat be banned from Saskatchewan.

2002.1 Promotion of certified organic farming
BE IT RESOLVED that the GPS adopt the following specific policies for the election platform for the next provincial party:
1. Introduce policies that will encourage farmers to grow the healthiest, most nutritious certified organic food possible.
2. Abandon the "agriculture chemical policies" of the previous provincial governments.
3. Devote agricultural research programs to soil improvement by using legumes, crop rotations and organic fertilizers to improve the soil, control weeds and pests.
4. Introduce policies that will develop self-sufficient farms and communities.
5. Subsidize the building of solar heated straw bale greenhouses at appropriate latitudes to grow vegetables in all seasons, particularly in the winter to provide fresh certified organic food, to create employment, and to reduce energy used in transporting food from California and Florida.
6. Amend the regulations governing the dairy industry so Saskatchewan citizens could enjoy unpasteruized fresh certified organic whole milk. At present we can only get this milk from Quebec.
7. Subsidize the growing of certified organic orchards of fruits that are native or viable to Saskatchewan, fresh for home consumption, canning, making jams, jellies, wines, etc.
8. Develop research programs for fruit that isn't native to Saskatchewan to adapt to this climate.
9. To encourage the production of certified organic food, we would serve it in all government operated restaurants, in hospitals, universities, technical schools, and school lunch programs for the purpose of providing the healthiest food possbile to students, patients and staff.
10. The Department of Health would appoint a negotiating committee to negotiate prices for certified organic food with representatives of certified organic farmers.
11. Our government would subsidize certified organic food for pregnant women, people who suffer from chemical allergies, school lunch programs, food banks, low income families and school milk programs.
12. Our government would establish a pollution tax on agricultural pesticides and other polluting activities for the purpose of paying for the transfer to the production of certified organic food.
13. Our government would establish a sewage corporation to assist communities in the province to irrigate from their sewage lagoons to prevent the pollution of downstream water going into other communities' potable water supplies where it is proven to be no risk of contamination to ground water or soil.
14. Our government would convert rural service centres from chemical farming information centres to organic farming information centres.
15. Our government would establish a subsidized farm training program to give young people an opportunity to work or train on certified organic farms to prepare them to take over family farms.
16. Our government would establish a water-testing program to identify water supplies that are not polluted with pesticide residues and other undesirable opollutants. We would also develop a program to protect the same water supplies from pollution for the use of Saskatchewan citizens.
2002.2. Controlling multinational corporations
BE IT RESOLVED that
All multinational corporations operating within the borders of Saskatchewan be required to meet standards and obligations which include benefits for Saskatchewan and its people and the environment, as well as be shown,
that multinational corporation, not to be operating anywhere else in the world causing suffering or exploitation of people as well as be shown not to be damaging the environment.
This act would be known as the Responsible Corporate Citizen Act. Those multinational corporations shown not to be meeting the requirements of the Act would be forbidden from operating within the borders of Saskatchewan.
2002.3. Opposition to free trade agreements and WTO/IMF/IBRD
BE IT RESOLVED that a Green Party of Saskatchewan government actively work against the North American Free Trade Agreement (NAFTA) the Free Trade Area of the Americas (FTAA) and the World Trade Organization (WTO). World Bank (IBRD) and the International Monetary Fund (IMF) which are contributing to many of the problems of poverty and degradation of the world's environment.
2002.4. Promoting green energy
BE IT RESOLVED that a Green Party of Saskatchewan government would enact and promote policies that would seriously address the problem of global warming and climate change iincluding conservation measures as well as promote alternative green energy. As well, in view of the seriousness of this problem and the fact that time is of extreme importance, the Green Party of Saskatchewan act in such away outside of the government to promote activities that reduce greenhouse gas emmissions and promote alternative green energy.
2002.5. Promoting Local Economies
BE IT RESOLVED that A Green Party of Saskatchewan government would promote policies that favour local communities and their economies. Part of this policy would be promoting
decentralization of such things as food production and energy. This policy would also favour family farms over corporate style farms which cause damage to the environment. Green Party of Saskatchewan policy would empower local communities so they could protect their wooden grain elevators and say no to giant hog barns.
2002.6. Crown corporation policy
BE IT RESOLVED that a Green Party of Saskatchewan government would reverse the piecemeal privatization of the Crown public utilities by the Tory and NDP governments; and
BE IT FURTHER RESOLVED that a Green Party of Saskatchewan government would pass legislation restricting investment of the Crown utilities to the province of Saskatchewan; and
BE IT FURTHER RESOLVED that the Green Party of Saskatchewan will continue to support the export and sale of Crown corporation technology and expertise.
2002.7. Student incentives
BE IT RESOLVED that any person who has lived in Saskatchewan and has graduated from a post-secondary institution will be entitled to a maximum, non-transferable $2000 tax reduction for each year of work following their graduation if they continue to work and reside in Saskatchewan up to the same number of years that it takes to normally complete their course of study.
2002.8. Use of natural gas
BE IT RESOLVED that rather than promoting non-renewable natural gas for heating houses, that the Saskatchewan government spend any future money, allocated for encouraging natural gas usage, on promoting retrofit on existing houses and incentives on new houses to promote passive an/or active solar heating.
2002.9. Support for class action law suit against GE pollution
BE IT RESOLVED that the Green Party of Saskatchewan actively support the suit by the Saskatchewan Organic Directorate against Monsanto Canada and Aventis Canada for compensation for damages to crops and markets by the introduction of genetically engineered canola.
The Green Party of Saskatchewan strongly supports the right of farmers to grow organic crops, the right to farm organically, the right to serve organic markets, and the right of consumers to eat food that is not genetically engineered.

2003.1. Support for a “Quality Saskatchewan” Program
BE IT RESOLVED that the Green Party of Saskatchewan supports a series of initiatives which would result in the creation of a Quality Saskatchewanprogram which would promote Saskatchewan agriculture, industry, products, institutions and communities nationally and internationally as being certified high quality, environmentally responsible and economically sustainable products, institutions and communities.
2003.2.   Taxation Reform
BE IT RESOLVED that a Green Party of Saskatchewan Government would reform Saskatchewans taxation system so that it is more just and that it more effectively supports local communities, and a sustainable and self sufficient community-based economy. These reforms would include:
a. Taxes would be imposed or raised on environmentally destructive practices, with any additional revenues realized by these tax increases, to be directed to environmental cleanup, reclamation of ecologically damaged areas, and for the support of community efforts that support environmentally friendly and sustainable economic developments under a Quality Saskatchewanprogram, and would include a reduction of taxes on environmentally friendlypurchases.
b. The taxation rules would be changed to shift the tax burden from regressive taxes such as property taxes and PST to a larger number of progressive income tax brackets, to a new luxury taxes and greater resource extraction and resource development taxes.
c. The establishment of a Community Development Tax Returnplan whereby a percentage of the PST, a commerce-based taxation revenue generated within a designated community area, would be returned to local communities and community groups which undertake to provide local services to citizens according to locally determined needs and priorities. As communities and community organizations develop greater capacity and efficiency in providing local governance and in supporting local community needs, a greater percentage of Community Development Tax Returnwould be provided along with the delegation of greater community services currently being controlled and financed by the provincial government.
d. The establishment of a scaled (graduated) revenue tax that would apply above a given threshold to replace the current municipal business tax system.
2003.3. A green energy plan
BE IT RESOLVED that a Green Party of Saskatchewan Government would develop a Green Energy policy that protects the environment and creates sustainable and meaningful employment. This policy will place primary emphasis on energy conservation and the development of decentralized electrical generation from sources such as wind, solar, biomass, micro-hydro, geothermal and methane.
and furthermore, the Green Party of Saskatchewan supports the implementation of the Kyoto agreement in Canada.
2003.4.  Creating a sustainable economic policy for Saskatchewan
BE IT RESOLVED that a Green Party of Saskatchewan Government will create a special task force to establish a participatory process for developing a sustainable economic policy for Saskatchewan. The goal of a new policy is to cease treating Saskatchewans unique ecosystem and communities as commodities for the use and exploitation by both trans and multi-national corporations.
2003.5. Water rights
BE IT RESOLVED that the Green Party of Saskatchewan supports the rights of the citizens of Saskatchewan and the world by declaring that:
a.. water is a common heritage of human kind, and therefore
i. earth's fresh water belongs to all living species and therefore must not be treated as a commodity to be bought, sold and traded for profit as an economic good.
ii. local human communities have the primary responsibility to guarantee that water is treated as a common heritage.
b. water is a fundamental human and social right, and therefore
i. the right to water in quantity and quality sufficient to life is an individual and collective
inalienable right which cannot be submitted to any constraint of social (sex, age, income) political, religious or financial nature.
ii. the cost to satisfy such a right for all must be financed by the collectivity.
c. water is essential to the security of our communities and societies and therefore,
ii. its ownership, control, delivery and management belong in the public domain.
ii. citizens must be at the heart of the decision process in water affairs.
iii. water management policies must ensure social equity such as gender equity, public health and environmental equity.

2003.6.  Create a provincial “Food Charter”
BE IT RESOLVED that a Green Party of Saskatchewan Government will immediately engage all levels and sectors of the Saskatchewan Community in a dialogue aimed at creating a Food Charterthat would apply to all Saskatchewan people,
and furthermore, that once such a charter has been adopted, to engage all levels of government and all local community organizations in a common effort to apply those Food Charter rights to all its citizens.
2003.7. Strategies for meeting food needs of Saskatchewan people
BE IT RESOLVED that a Green Party of Saskatchewan Government will immediately declare its intention to eliminate the need for community food banks, and will seek to meet on-going food and nutrition needs of disadvantaged citizens through new initiatives that arise from a province-wide food charter, and from the devolution of existing food banks into community kitchenand community nutrition education programs,
and furthermore, a Green Party of Saskatchewan Government would support local community initiatives to create community food production cooperatives or cooperative ventures with local farmers to grow, store and distribute organically produced vegetable crops, and also support organic dairy and meat products.
2003.8.  Support for crown corporations
BE IT RESOLVED that a Green Party of Saskatchewan Government strongly supports the role of Crown Corporations where appropriate in the development of Saskatchewan and in providing essential services to Saskatchewan people, but will prohibit Saskatchewan Crown Corporations from investing their profits in out-of-Saskatchewan ventures unless it is in partnership with a Canadian firm whose primary role and operation is in Saskatchewan,
and furthermore, a Green Party of Saskatchewan government will oppose the private corporate ownership and control of natural resources now held by the Crown for the people of Saskatchewan.
2003.9. Forests and Forestry to be certified by Forest Stewardship Council
BE IT RESOLVED that the Green Party of Saskatchewan supports a process that will result in all of Saskatchewans Crown forests and forest products achieving certification by the Forest Stewardship Council of Canada, and that all Crown forest operation license holders be required to follow operation procedures compliant with these certification standards in all of their forest operations within Saskatchewan.
2003.10.(1) Conditional support for Federal-Provincial Agricultural Policy Framework and support for farm families and rural communities
BE IT RESOLVED that a Green Party of Saskatchewan Government would support the elements of the Federal - Provincial Agricultural Policy Framework Agreement that encourage the development of high quality and safe food products all along the value chain, and certification that such food production is from environmentally sound and sustainable practices,
And furthermore, a Green Party of Saskatchewan Government would work diligently within the broad elements of the Agricultural Policy Framework to support and sustain Saskatchewan family farms and rural communities,
And furthermore, a Green Party of Saskatchewan Government would work to a full reform of the existing farm safety-net programs to create a system that supports environmentally sustainable practices and which supports independent farm operations and farm cooperatives, but would not support corporate agribusiness ventures.
2003.10. (2) . Support for electoral reforms
BE IT RESOLVED that a Green Party of Saskatchewan Government would promote the idea of a fair voteproportional representation electoral plan for all levels of government within Saskatchewan, and after extensive public discussion on various forms of proportional representation, would submit several options to the Saskatchewan people for decision in a binding referendum,

and furthermore, will pass legislation to limit contributions to political parties to individuals, and will support public funding of the electoral process by giving a grant to Saskatchewan
s official political parties equal to $1.00 per vote received by party candidates in the previous provincial election.
2003.11. Sharing of resource -based revenues with First Nations citizens
BE IT RESOLVED that a Green Party of Saskatchewan Government, recognizing the heritage and riches gained for all Saskatchewan people by the good stewardship of the earth practised by First Nations peoples for thousands of years, will commit to applying a portion of all resource development revenues obtained by the government of Saskatchewan, to Community Development programs determined by First Nations communities under a Quality Saskatchewanprogram,
and furthermore, that this portion of resource revenues committed to Community Development Programs will be the same as First Nations people are within the whole Saskatchewan population.
2003.12.   Support for letter and spirit of treaties with First Nations Peoples
BE IT RESOLVED that in the interests of creating a more just society, the Green Party of Saskatchewan declares its belief that the full letter and spirit of Treaties signed between the Crown and First Nations in the past be respected and fulfilled by present governments at all levels.
2003.13.  Support good faith and timely settlements of outstanding land claims from Treaties with First Nations People
 BE IT RESOLVED that in the interests of creating a more just society, when the Treaty Land Claims Commission process finds that treaty obligations have not been fulfilled or that the fiduciary responsibilities of the Government of Canada have been violated, that redress and compensation be negotiated with First Nations in absolute good faith and in a timely manner by current Federal, Provincial and Municipal governments.
2003.14.  Support for changed role for Bank of Canada
BE IT RESOLVED that the Green Party of Saskatchewan will be a voice advocating the utilization of the Bank of Canada to create new money for low or zero-interest loans for indebted federal, provincial, and
municipal governments,
AND will advocate the gradual return of "full reserve lending" for private banks to prevent inflation and to reduce private influence on the Canadian monetary system.
2003.15.  Limiting non-resident ownership of Saskatchewan farm land
BE IT RESOLVED that a Green Party of Saskatchewan Government would limit non-resident ownership of farm lands and prohibit foreign ownership of farm land.
2003.16. Control of intensive livestock operations
BE IT RESOLVED that a Green Party of Saskatchewan Government would limit the spread of intensive livestock operations and carefully monitor and control those already in operation for sound, humane, environmental and health considerations. We will encouraging smaller scale operations.
2003.17. Oppose patents on life and genetic information
BE IT RESOLVED that a Green Party of Saskatchewan Government would oppose all patent claims on living organisms or genetic information.
2003.18. Dialogue with First Nations and Metis on variety of issues
BE IT RESOLVED that a Green Party of Saskatchewan Government will immediately begin a dialogue with existing Aboriginal and Metis organizations in order to explore and address the issues associated with inherent First Nations and Metis rights, including rights to land and resources, as well as discussing urban and taxation issues.
2003.19. Support early childhood intervention program
BE IT RESOLVED that a Green Party of Saskatchewan Government will accept responsibility for funding early childhood intervention and pre-school programswhere required, in addition to traditional responsibility for the K-12 education system.
2003.20.   Support ecological literacy education
BE IT RESOLVED that a Green Party of Saskatchewan Government will ensure the implementation of an Ecological Literacycurriculum in all Saskatchewan schools which also has practical application components.
2003.21. Mandating effective “School Councils”
BE IT RESOLVED that a Green Party of Saskatchewan Government will mandate the democratic establishment of School Councilsfor each Saskatchewan school, these School Councils to have the responsibility , along with adequate funds, to make appropriate school-based decisions.
2003.22. Effective health system requires healthy environment
BE IT RESOLVED that a Green Party of Saskatchewan Government recognizes that an effective health system requires that healthy air, water and food is available to all Saskatchewan citizens.
2003.23. Community voice for health policies
BE IT RESOLVED that a Green Party of Saskatchewan Government will create a democratic participatory process for an effective community voice in determining health policy at local levels.
2003.24. Expanding health supports
BE IT RESOLVED that a Green Party of Saskatchewan Government will support the introduction of more community health centres, pharma-care, alternative medicine, dental care and home care.
2003.25. Support preventative health care
BE IT RESOLVED that a Green Party of Saskatchewan Government will support preventative health care, considering social, economic and environmental factors.
2003.26. Support public day care expansion
BE IT RESOLVED that a Green Party of Saskatchewan Government will provide free, publically-funded childcare, with fairly paid and competent staff, and increase the number of spaces in day care centres to at least the Canadian average.
2003.27. Regulate work hours of truckers
BE IT RESOLVED that a Green Party of Saskatchewan Government act to limit truckers work hours to protect truckers and all citizens on our roadways.
2003.28.  Pay equity legislation
BE IT RESOLVED that a Green Party of Saskatchewan Government will introduce pay-equity legislation.
2003.29. Support United Nations disarmament efforts
BE IT RESOLVED that the GPS will work with other interested groups to press the federal government to present a resolution to the UN General Assembly with the following objectives:
a. To empower the UN to permanently employ international teams of weapons inspectors who are mandated to search for and destroy all weapons of mass destruction found in any national territory, and who will report to the UN General Assembly any cases of non-compliance with this resolution
b. To end all cultural, economic and political ties with any nation that continues to produce or maintain within its borders biological, chemical and/or nuclear weapons.
2003.30. Elections and advertising reform
BE IT RESOLVED that the GPS will work with other interested groups for the passage of legislation that will minimize the influence of third party advertising by seriously limiting this advertising during elections and referenda.
2003.31. Selective logging rather than clear-cut logging in forest harvest
BE IT RESOLVED that the practice of clear cut logging, where the natural forest is destroyed and replaced with a monoculture forest which is unsuitable for many of the plants and animals which need a natural forest for habitat, be replaced with selective logging, which is compatable with the natural ecosystem.
2003.32. Location of GPS Convention sites
BE IT RESOLVED that the Green Party of Saskatchewan move the location of its Annual Convention withing Saskatchewan such that it is held in a smaller community in one year and in one of Regina or Saskatoon in the second year of an alternating sequence, provided that if it is not feasible to hold the GPS Convention in a smaller community, then it would revert to the larger city in that half of the province.
2003.33. Better support for families with children living with disabilities
BE IT RESOLVED that a Green Party of Saskatchewan government will
a. broaden the mandate of the Department of Social Services Community Living Division to include programs, supports and services to parents who have children with physical and /or intellectual disabilities, so that children are supported in the home and can remain in a healthy home environment, and that other supports, programs, and services will include community group homes for children with disabilities, more education resources, recreational opportunities, and other services to address the needs of children and families
b. increase funding to Social Services Community Living Division to ensure that effective programs, services, and trained staff are addressing the needs of families with children with disabilities, and
c. fund, support, and respond to research that indicates the environmental and social factors relating to the cause and/or development of physical or intellectual disabilities in children.

2003.34.  Opposition to invasion of Iraq and support for United Nations
 BE IT RESOLVED that the Green Party of Saskatchewan Convention 2003 supports the following declaration:
The Green Party of Saskatchewan affirms its strong opposition to the illegal, unjust and unnecessary war of the United States and Great Britain against Iraq.
The convention expresses its support for Jean Chretien's government for its decision not to participate in this war. We support the government's commitment to the principles of the United Nations Charter and international
law and the respect the government has paid to Canadian public opinion.
The Green Party of Saskatchewan calls on the Canadian government to join with other countries in introducing the Uniting for Peace Resolution at the UN General Assembly. When action by the UN Security Council is blocked by veto, or threat of veto, the UN General Assembly can assume the role of peace maker.
This worked well in 1956 when Great Britain, France and Israel attacked Egypt. In 1956 the Canadian government supported the Uniting for Peace Resolution, and the General Assembly Played a key role in ending the war. Canada can do this again. The UN General Assembly represents the international community of nations and better reflects world public opinion.
This war is illegal under international law and violates the basic principles of the UN Charter. It is a war crime, "waging aggressive war," a principle well established in the Nuremberg War Crimes trials. The mass bombing of cities in Iraq by US and UK forces has led to untold losses of life of innocent civilians. The Green Party of Saskatchewan calls on the Canadian government to work with other countries to initiate charges of war crimes against the political leaders of the US and UK governments in either the World Court at The
Hague or the new International Court of Justice.
The Green Party of Saskatchewan stands in solidarity with the Green Party of the United States in calling for the destruction of all weapons of mass destruction in the United States.
2004.1   Childrens’ right to equal shared parenting
Be It Resolved, that the Green Party of Saskatchewan adopt a publicly displayed platform position at the Annual General Meeting Conference of 2004 which fully endorses the establishment of legislation which provides for equality for both children and parents by ensuring that children have the right, through Equal Shared Parenting legislation, to be parented by both parents on a fully equal basis, and by ensuring that both parents have the right, through legislation, to parent their own children on a fully equal basis unless agreed upon in writing by both parents.
Be it further resolved, that this position be fully adopted and publicly presented in the Green Party of Saskatchewan election platform for the next Saskatchewan provincial election;
And be it further resolved, that should the Green Party of Saskatchewan form government after the next provincial election, that this position be fully supported and that such legislation be passed within the first year of forming government.

2004.2   Consider gender parity system for the GPS
Be it resolved that the Green Party of Saskatchewan, over the next year, begin to plan for the introduction of a gender parity system similar to that which exists with the Green Party of New Zealand. This would require an amendment to the constitution.
2004.3   Justice reforms based on United Nations declarations
Be it resolved that a Green Party of Saskatchewan government will take measures to create an effective justice system for the citizens of Saskatchewan based on the United Nations' Declaration of Basic Principles of Justice for Victims of Crime.
2004.4   Work to create a “restorative justice” system in Saskatchewan
Be it resolved that a Green Party of Saskatchewan government of Saskatchewan will build a restorative justice system that
a. Works to restore those who have been injured.
b. Ensures that those most directly involved and affected by crime have the opportunity to participate fully in the response if they wish.
c. Sees the Government's role as preserving a just public order, and the community's role as building and maintaining a just peace.
d. Seeks true justice for victims of wrong-doing by effective victim support and compensation as well as timely disposition of cases before the courts.

2004.5   Enforce environmental protection laws
Be it resolved that a Green Party of Saskatchewan Government will review our justice system to ensure that laws will be enforced that protect citizens and the environment, and where inadequate laws exist, new measures will be legislated.

2004.6   Ensure rights to effective legal representation for all
Be it resolved that a Green Party of Saskatchewan government will create or modify programs to ensure that effective legal representation before the courts in both civil and criminal matters will be available to all citizens as a basic requirement for a just society.
2004.7   Ensure corporate rights do not violate common good
Be it resolved that a Green Party of Saskatchewan government , while respecting the Canadian Charter of Rights and Freedoms, will review and modify past legislation so that private or corporate ownership power does not violate the common good.
 
2004.8 Ambulance costs to be under medicate
Be it resolved that a Green Party of Saskatchewan Government will include costs for ambulance transportation under medicare when such transport is declared necessary by an attending physician; such declaration to be made before or after the use of the ambulance service.

2004.9 See Treaties with First Nations as basis for cooperation and mutual respect
Be it resolved that a Green Party of Saskatchewan government will regard historic treaties made with First Nations as a bridge from the past to the future, knowing that all Saskatchewan citizens are the beneficiaries of these treaties and the quality of our common future depends on co-operation and mutual respect.

2005.1 Name change from New Green Alliance to Green Party of Saskatchewan
Be it resolved that the Constitution of the New Green Alliance be changed so that the official name of the party will be the Green Party of Saskatchewan.

2005.3. Refund money donated to pay candidate deposits
 Be it resolved that in the case where a donation is for a candidates deposit to allow that person to run for the GPS in a provincial election, that s/he will receive the full 100% of the donation back. The provincial party will not subtract the 12% in the situation of it being for a candidates deposit .
2005.4. Promote “Treaty Education”
Be it Resolved that a Green Party of Saskatchewan government, in co-operation with First Nations governments, will promote treaty educationat all levels of our formal education system as well as through public information efforts.
2005.5. Voting age of 16 for municipal elections
Be it Resolved that a Green Party of Saskatchewan government, as a first step to create a better democratic participation in our decision-making process, will lower the legal age for voting in municipal and school board elections to 16 years.

2005.6.  Voting age of 16 for provincial elections
Be it Resolved that a Green Party of Saskatchewan government enact legislation to lower the voting age in Saskatchewan to 16 years of age.
2005.7. Support reforms to meat industry
Be it resolved that the Green Party of Saskatchewan supports those farmers, farm groups and organizations which are advancing an alternative beef industry system for Canada:
(1) Breaking dependence on the U.S. market by stressing the Canadian market and the overseas export market;
(2) Creating a series of locally owned and controlled meat packing plant across Canada;
(3) Full testing of animals and the creation of local brands for meats;
(4) Move to more natural methods of meat production, without use of hormones and antibiotics to artificially promote growth;
(5) A move towards family farm production instead of intensive livestock operations;
(6) Prepare for the oil peak by moving to local production, processing and distribution.

2005.8.  Protect rights to seeds
Be it resolved, that the Green Party of Saskatchewan supports the campaign by the National Farmers Union and others to guarantee and enshrine in legislation the inalienable rights of farmers and other Canadians to save, reuse, select, exchange, and sell seeds.

2005.9.Support for local access to good food
 Be it resolved that a Green Party of Saskatchewan Government would support the achievement of the goals of the Food Charter Movement in Saskatchewan by actively encouraging and supporting community-based groups or individuals who are working to provide retail access to affordable, safe and nutritious food in urban and rural areas not effectively served by the current food retail system.
Be it further resolved that if community groups or private individuals or companies are unable or unwilling to provide this appropriate and affordable food access, that a food retail system be undertaken by the Government of Saskatchewan similar to the system of Government run liquor sales outlets, to meet the basic nutrition access needs of all Saskatchewan citizens.

2005.10. Non-smoking work places
Be it resolved that the GPS support non-smoking workplaces including aboriginal ones.
2005.11.  Restore position of Provincial Dietician
Be it resolved that the GPS support the re-establishment of the Provincial Dietician position which was abolished by the Romanow / Calvert government.
2005.12. Support organic agriculture
Be it resolved that the GPS supports the elimination of the annual $100 million provincial subsidy spent by the Romanow / Calvert government on Genetically Modified Organism (GMO) Food such as GMO wheat and,
Be it further resolved that the GPS supports research development of Saskatchewan organic agriculture
2005.13 Restore public health library
Be it resolved that the GPS would re-establish the provincial public health library for public education on health issues.
2005.14.  Support costs incurred by diabetics
Be it resolved that the GPS provide insulin to diabetics at $2.00 a vial and also provide free chemical strips and swabs.
2005.15. Remove VLT’s from Saskatchewan
Be it resolved that the GPS support removal of all VLTs (Video Lottery Terminals) from Saskatchewan due to the health issues they create.
2005.16.   Limit places for cigarette sales
Be it resolved that the GPS would ban all cigarette sales in any medical facility or pharmacy.
2005.17. Support fair wages for workers
Be it resolved that the GPS supports: immediately raising the minimum wage to $7.50/hour, condemning the 0-1-1% public wage controls and supports free collective bargaining instead, implementation of anti-scab legislation like in BC and Quebec, remove the minimum "hours required" to get pro-rated benefits as stated in the Labour Standards Act.
2005.18. Deposit on plastic bags required
Be it Resolved that the GPS will develop and implement legislation to initiate a mandatory environmental deposit of 25 cents on every new plastic bag distributed in Saskatchewan. The funds generated by this deposit will be used to develop plastic bag reduction, collection, re-use, and recycling information, services, and programs across the province

2005 Fall .1  Position on Canada and war

Be it resolved that the Green Party of Saskatchewan and the Saskatchewan division of the Green Party of Canada, meeting at the EcoCentre at Craik, Saskatchewan, on September 24, 2005, the International Day of Protest against the war in Iraq:
(1) Declares our support for and commitment to the establishment of a demilitarized society based on mutual co-operation and non-violent conflict resolution amongst all people and nations, and
(2) reaffirms our support for the United Nations as the only legitimate structure to intervene in national and international conflicts; and
(3) calls on the government of Canada to withdraw all support for the U.S. and British-led invasion of Iraq.

2005 Fall .2  The GPS and  its relations with the GPC

Be it resolved that
[a] A committee be selected to draft and circulate a statement of concern that Saskatchewan Greens have about the policy direction and the mode of operation of the GPC under its present leadership. The draft statement will be prepared by October 1, 2005.
[b] The draft statement will be circulated around the Saskatchewan Green networks and posted on the GPS web site for one month, until the end of October 31, 2005. All members are encouraged to make their views known on this draft statement. At the end of October the executive of the GPS will review the draft and the comments and come up with a consensus position.
[c] In early November the GPS will send this statement to the GPC, other provincial Green groups, members of the GPC and the GPS, and the mass media. This statement will be signed by the members of the executive of both the GPS and the GPC Sask Division.

2006.1   Gender Parity within the GPS

Be it resolved that all proceedings within the party and all actions that the party takes will reflect gender equity.

2006.2   Gender Parity added as 10th Core Principle of GPS

Be it resolved that a tenth core principle on gender equity be added to the party's core principle list as follows:
Core principle #10: Gender equity
We value women and men equally.  We therefore support active and equal involvement of women in politics and encourage women in politics to assume positions of power.

2006.3 Create a Platform Committee

Be it resolved that this annual convention create a Green Party of Saskatchewan Platform Committee:
2022.3.1 to consist of the GPS Leader and no fewer than three additional GPS members to be selected by a separate resolution at this convention.

2022.3.2 to review all resolutions adopted by the GPS since its founding as the New Green Alliance in 1998 and to determine the core positions of the GPS as expressed in those resolutions as they apply to the Platform Issues to be identified by a separate resolution at this convention.

2022.3.3 to create a draft of both concise and more detailed statements articulating these GPS positions for presentation to the Saskatchewan electorate as the GPS Platform for the next general election.

2022.3.4 to present these draft platform statements for ratification by the membership of the GPS at a special General Membership Platform Ratification Meeting, or by some other democratic process to be determined by the GPS executive if an early election call makes a general membership meeting impractical.

2006.4 Create an election readiness and election campaign commitee

Be it resolved that this convention authorize the GPS executive to appoint an Election Campaign Readiness Committee consisting of representation from the GPS Executive, the GPS Platform Committee and other GPS members or GPS supporters with recognized competence to plan and execute a pre-election readiness process, and who would also co-ordinate the provincial campaign during a general election.

2006.5 Priority to recruite 58 election candidates

Be it resolved that the primary objective of the new executive elected at Convention 2006 be to recruit 58 GPS candidates as soon as possible, for the next general election, and to involve these candidates in pre-election formation experiences using the experience and support of former GPS and GPC candidates.

2022.6.10 Support a preventative health model and educate health professionals according to this model
2022.6.11 Reform Crown Corporations structures and strategies to ensure they serve Saskatchewan people and support a sound and sustainable environment

2022.6.18 Recognize the contributions of Seniors and provide the supports that will enable them to continue to be valued and contributing members of the community.

2006.7  Endorse CCPA Sask Alternative Budget

Be it resolved that the GPS supports “Getting the Balance Right: Saskatchewan Alternative Budget, 2006 - 07", prepared by the Canadian Centre for Policy Alternatives, Saskatchewan Office, and that a GPS government would introduce such a budget and enact other legislation to advance the social and economic and environmental goals contained in the Alternative Budget document.

2006.8   Ban terminator gene plants

Be it resolved that plants that have the genetically engineered terminator gene be banned from Saskatchewan. 

2006.9    Apply precautionary principle to nano-technology

Be it resolved that before the release or introduction of any nano-particles into consumer products or nature, a full environmental / health impact assessment be conducted on each nanotechnology creation to determine if it could have negative impacts.

Draft Policy Proposal: A Green Energy Program for Saskatchewan

Background:

While the New Green Alliance/Green Party of Saskatchewan has developed an alternative energy proposal for the province, there is a need for a broad overall strategy. With the rise in gasoline prices and natural gas for home heating, the general public is finally becoming aware of some of the issues. Given that the three major political parties are stuck in the business as usual strategy, this is a good time for the Greens to set forth a real alternative. It will allow the Greens to establish a policy position that is clearly different from the so-called “green”NDP government in the next provincial election.

Why should we be concerned about energy in energy-rich Saskatchewan?

The extraction of conventional oil in the Western Canada Sedimentary Basin (WCSB) peaked in 1971 and is in decline. This is very evident in Saskatchewan.

Natural gas reserves peaked in 1984 in the WCSB, and the production “treadmill”has set in. More wells have to be drilled every year just to maintain a steady production.The Shackleton basin in Saskatchewan is only a small blip in this general trend.

Under the Canada-U.S. Free Trade Agreement (1989) and NAFTA (1994), the United States has guaranteed access to a fixed share of Canada’s oil and gas resources.

Since Brian Mulroney’s government deregulated the National Energy Board, private corporations in the oil and gas industry have been shipping these non-renewable resources to the United States as fast as they can. At the Western Premiers conference in 2003, the four western premiers (including Lorne Calvert) endorsed George W. Bush’s call for a new continental energy pact to increase Canadian energy exports to the United States. Recently Lorne Calvert and Eric Cline went to Washington to promote greater exports.

Global warming and climate change are a reality, and scientists predict that the North American plains area will be one of the hardest hit. This is already evident in Saskatchewan. .


The Kyoto Accord on Climate Change was strongly opposed by the NDP government in Saskatchewan and the two opposition political parties. Since 1990 the province has produced the highest increase in greenhouse gas emissions in Canada.

Since 1982 Saskatchewan governments have been steadily reducing the royalties and taxes paid by the corporations for the extraction and sale of the province’s oil and natural gas.

The present Saskatchewan NDP government’s policy is to assist the owners of the oil and gas corporations in their quest to maximize profits. This policy is supported by the two main opposition parties. There is no policy in place to protect the energy needs of the present Saskatchewan population, let alone future generations. There is no planning for the end of affordable natural gas for heating homes.

An Alternate Green Policy

All the following proposals for a new direction in energy policy would be implemented within the context of the broad Green principles of open decision making, government transparency, participatory democracy, democratization of public enterprises, and decentralization where feasible. All citizens have a right to a direct involvement in decision making. Green principles reject the dominant government view that only “stakeholders”have any right to participate in decision making. Greens are also committed to full cost pricing of all energy sources and ending all subsidies to the fossil fuel and nuclear industries.

(1) Policy on oil and natural gas.

The government must strive to gain control over these industries in order to put a priority on the needs of present and future generations of Saskatchewan citizens.

As a first step, the government would create a provincial energy conservation board to cover these industries. All corporate sales would have to be made to the government agency, which would control further sales, prices, profits and resource rents going to the provincial government. Alberta has such a board at presented, and B.C. has had one to control the natural gas industry. We have the model of Canpotex in Saskatchewan, which markets all potash sales.

The government would re-establish Sask Oil as a Crown corporation. The long term goal would be to gain ownership and control over the provincial oil and gas resources.

The general principles which were in the Saskatchewan Mining and Development Corporation Act would be re-installed: all new oil and gas developments in the province would be open to 50% ownership by Sask Oil. This policy works well in the oil and gas industry in Norway.

The province would raise the royalty rates on oil up to the average level that they were during the government of Allan Blakeney (1971-82), or 50% of sales. With the dramatic increase in the world price of oil, unrelated to costs of extraction, this is a reasonable royalty rate.

The province would raise the royalty rates on natural gas up to the levels that existed in Saskatchewan in the past. Royalties should rise with the price of natural gas so that windfall economic rents (excess profits) go to the general public.

The Saskatchewan government would phase out the export of oil and natural gas to the United States and retain our rapidly dwindling resources for the use of the province and its population.

The province would re-establish the Saskatchewan Heritage Fund to capture some (perhaps one-half) of the royalties from the depletion of oil and natural gas for future Saskatchewan generations. This policy works well today in Alaska and Norway. Capital collected in this fund would be invested in renewable energy development, as in Norway.

The province would merge Sask Power and Sask Energy and give the Crown corporation control over natural gas development and distribution within the province. Priority would be to conserve natural gas for home heating and local business needs, and this would require the phasing out of exports to the United States.

(2) Electrical power.

The province would progressively move to reduce the use of coal for the generation of electricity. This would involve a broad and diversified approach which would include those alternatives that have been identified by the Saskatchewan Energy Conservation and Development Agency (SECDA), abolished by the NDP government. Whereas the oil and gas industries are highly capital intensive and employ relatively few, the alternate energy industries are highly labour intensive. A shift from the fossil fuel industries would result in a major increase in employment.

Conservation would be a first priority, including the retrofitting of residences and businesses, financed by borrowing by Sask Power. This would include retrofitting all older housing in the inner cities as well as good appropriate housing in Northern and rural Saskatchewan. New housing standards would require R-2000 levels of insulation.

Greens would greatly expand wind power, at least up to the level of 1500 megawatts as proposed by SECDA. Decentralization and private wind generators would be encouraged.

The province would actively promote a major investment in passive and active solar energy, one of the major Saskatchewan advantages that remains undeveloped by the business-as-usual approach of recent provincial governments.

Biomass energy must be developed. SECDA identified a potential of 850 MW from crop residues and 1600 MW from forest product wastes. Fast growing trees and switchgrass can be developed for substitution for coal.
Given the threat of climate change, and the need to shift to alternative energy sources, the present system operated by Sask Power would have to be decentralized.

Demand management programs, in existence across North America, would be implemented to encourage energy conservation, including progressively pricing consumption.

The Green approach would reject nuclear power as too dangerous and too expensive. It cannot exist without major government subsidies.

(3) Transportation alternatives.

The province would actively promote good, affordable public transportation, in urban and in rural areas. Using full cost pricing, the province would encourage people to reduce their reliance on private automobiles for personal transportation and pleasure. The province would actively encourage the re-development of a railway system.

The province would provide major incentives to end urban sprawl development and shift to Smart Growth strategies. This would require some re-development in many suburban areas.

2006.11  Opposition to Uranium/ Nuclear in Saskatchewan

Be it resolved that the GPS executive prepare and issue a press release reaffirming our position to strongly oppose the development of the uranium mining and nuclear industry in Saskatchewan.

2006.12    GPS to form a Communictions Committee

Be it resolved that the executive of the GPS form a communiction team at this convention to be incharge of drafting and putting out press releases in accordance with GPS policy

2006.13     Seek gender parity for election candidates

Be it resolved that the GPS make a serious effort to achieve gender parity among candidates for political office.

2006.14  Research Dual Leadership for GPS

Be it resolved that the GPS will engage in a period of research (from October 14, 2006 to the date of the 2007 AGM) to review the practice of dual leadership and to present an in depth report to be published in the Weaver within 30 days of the 2007 AGM. The report will provide the necessary background information for members to make an informed decision at the 2007 AGM. This engagement will include the commitment to vote without further delay on the practice of dual leadership at this same AGM. The resolution to be voted on subject to amendments by the research committee is presently the following: and
" Be it further resolved that the GPS will elect dual leaders (one man and one woman) as a first step in the practice of gender parity. If passed, this amendment will go into effect immediately, initiating the party's first election of dual leaders. In the event that two candidates cannot be found, the party will attempt to fill the vacant position at the next general meeting. "


2007.1 Greener Green Memberships
Be it resolved that the Green Party of Saskatchewan will offer “Greener Memberships”
where by a member may pay 200 dollars to remain as a member in good standing
without annual membership renewal, and have sections 2.1.2 and 2.5.3 of the Green
Party of Saskatchewan’s bylaws not apply to their membership.


2007.2 Membership Fee Change
Be it resolved that the membership fee be set at $10.00


2007.3 Changes to how GPS memberships are processed (Note: numbering of sections refers to numbering sequence prior to changes that are made to the Constitution and Bylaws by resolutions passed at the GPS AGM)
Be it resolved to insert Item 2.1 "Processing of Memberships" (as follows) and renumber
the other items under 2.0 accordingly.
2.1.0 Processing of Memberships
2.1.1 Applications for new and renewed membership flow from existing members, the
web-site, meetings and events to the Treasurer of the Green Party of Saskatchewan.
2.1.2 Membership Application forms for the Green Party of Saskatchewan present the
option to simultaneously join the Green Party of Canada.
2.1.3 One cheque and one form are used.
2.1.4 The Treasurer deposits all membership fees and donations in the Provincial bank
account.
2.1.5 The Treasurer writes one cheque to the Green Party of Canada for accumulated
monies belonging to them. The cheque is forwarded along with photo-copies of the
related individual membership application forms to the Ottawa office.
Be it further resolved to add items 2.2 to 2.6. 2.2.0 Expiry of Membership
2.2.1 Memberships expire at the beginning of the Annual General Meeting, if they were
purchased more than three months prior to the AGM.
2.3.0 Issuance of Membership Cards
2.3.1 Membership cards are issued at the same time as the application and fees are
received, if possible. A box on the application form tracks issuance of the cards.
2.3.2 Membership cards are mailed out by the Treasurer if the box on the application
form has not been checked off.
2.3.3 When the GPS and when the Provincial Division of the GPC are processing
memberships, they will receipt the member with both the GPS and the GPC membership
cards, if both membership fees have been paid.
2.4.0 Printing of Membership Cards
2.4.1 One member designated by the President maintains and distributes the supply of
membership cards.
2.5.0 Maintenance of Membership Lists
2.5.1 One member designated by the President maintains the membership list.
2.5.2 Membership applications are processed by the Treasurer and then forwarded to
this Membership Chairperson.
2.6 Provincial Memberships that Originate within the Federal Party
2.6.1 The process is the same, but in reverse.

Add 2.3.3 Provincial party memberships have a box that allows us to share information
with the GPC and have the wording of this option on the membership form be the same
as the GPC's membership form.


Add sentence to end of 2.2.1 that says "this does not apply to Greener Green
membership".

2007.4 Annual Convention Changes
Be it resolved that Section 10 be changed as follows:
Under Item 10.0 Annual Convention:
(1) Preceding "Resolutions", insert a heading "Committees for Convention"
(2) Move item 10.7 out from under "Resolutions" to the new heading "Committees for
Convention". ("The Convention shall have committees, some of which will commence
work in advance of the Convention to assure the most democratic and efficient
functioning of the Convention. These committees shall be open to all members in good
standing.")
(3) Move items 10.9, 10.10 and 10.11 in the same fashion. ("10.9. The Election
Committee shall be responsible for conducting nominations, determining the eligibility of
those being nominated, be responsible for preparing ballots, be responsible for
explaining election procedures to the Convention and shall be
responsible for counting of the ballots, reporting of numbers of votes for each candidate,
destroying the ballots, all of which shall be subject to the decision of the Convention. No
member may be on the Election Committee who is an Elected Legislated
Representative. No member may be on the Election Committee
who is a candidate for Party Leader or the Provincial Executive. 10.10 Other committees
which may be required during the course of the Convention shall be elected by the
Convention.
10.11 All Convention committees shall have a non-voting member of the Provincial
Executive.")
(4) Renumber to make "Committees for Convention" item 10. Item 10.7 will be 10.1. Item
10.11 will be 10.2. Item 10.9 becomes 10.3 and 10.10 becomes 10.4
(5) Change the heading "Resolutions" to "Procedure for Resolutions".
(6) Re-number the resolutions section to "11".

2007.5 Use of Election Signs
Be it resolved that the Green Party of Saskatchewan use the Green Party of Canada
signs in provincial elections, if approval is obtained by the Green Party of Canada.
(Note: A charge for the use of the logo will be worked out through the memorandum of
understanding.)

2007.6 Changes to Membership Application Form
Be it resolved that The GPS Membership Application Form be changed so that all
applications for membership be mailed to the GPS Provincial Treasurer only and not to
Regional addresses and that a new section be added to record when membership cards
and donation receipts have been issued.

2007.7 GPS to accept GPC logo if this receives approved by GPC.
That the GPS accept the Green Party federal logo as the official logo of the
Green Party of Saskatchewan, contingent upon approval from the Green Party of
Canada through a memorandum of understanding.

2007.8 Revising GPS Membership Card
Be it resolved that the executive finalize the selection of a membership card from
designs made available at the Convention on April 14th.


2007.9 To recognize that both parents need access to their children at separation of parents
Be It Resolved that the Green Party of Saskatchewan will lobby the provincial government in recognizing that both parents should have the fundamental right to equal access to their children at the time of separation.


2007.10 Canada’s role regarding improper use of uranium
Be It Resolved, that the Green Party of Saskatchewan will lobby the federal government to enforce the non-proliferation treaty and discontinue the illegal sale of uranium to any country that uses it for nuclear weapons or depleted uranium weapons.

2007.11 Memorandum of Agreement between GPC and GPS
Be it resolved that:
2021.11.1 The Annual Convention direct the Executive of the Green Party of Saskatchewan
(GPS) to work toward finalization of a Memorandum of Understanding between the GPS
and the Green Party of Canada (GPC).
2021.11.2 Members of the Green Party in Saskatchewan who have email, be kept informed of
progress through copies of the email communications between the GPS and the GPC in
the negotiation of the MOU.

2007.12 TILMA
Be it resolved that the green party oppose the adoption of the TILMA agreement and do
everything in its power to educate the public about its danger to democracy.

2007.13 Oil Patch
Be it resolved that the green party calls for a moratorium to be put on all future oil development until a cumulative impact statement has been done that will put some kind of parameters on future
developments that take place. This would include tar sands, conventional oil, methane field development and whatever else is going on out there.

2007.14 Platfrom 2007 Highlights approved

Be it resolved that the 2007 Election Platform Highlights as printed in the WEAVER be adopted with the addition to the "New Energy Policy" that the GPS will promote alternative energy resources while strengthening regulations over depleting oil and gas reserves, and that the GPS will oppose nuclear power and uranium refining, and phase out coal-burning power plants.

2007.15 Create an Elections-Preparedness Committee
That the executive create an election preparedness committee that will prepare a package for all potential candidates to help them in preparing for elections.

2007.16 Resolution to Create a Position of Deputy Leader:
Be it resolved:
2007.16.1 That the GPS create the constitutional position of Deputy Leader,
2007.16.2. That the Deputy Leader be an elected voting member of the GPS Executive,
2007.16.3 That the Deputy Leader be elected annually at the annual general meeting of the
GPS, concurrent with the election of the other members of the GPS Executive,
2007.16.4 That the vote for the election of Deputy Leader be held after the vote for the election
for Party Leader, and that members be encouraged, when possible, to fill the Deputy
Leader position with someone of the opposite gender to the Leader,
2007.16.5 That in the event of the death or resignation of the Deputy Leader, a replacement for
the Deputy Leader shall be chosen by the GPS Executive at the next meeting of
the GPS Executive,
2007.16.6 That in the event of the death or resignation of the Leader, the Deputy Leader shall
automatically become the interim leader until the next meeting of the GPS
Executive, at which time the GPS Executive may either confirm the interim leader as
Party Leader, and choose a new Deputy Leader or, alternately, choose someone else to be Party Leader, returning the interim leader to the position of Deputy Leader.
2007.16.7 This resolution shall come into effect as of the opening of the 2008 annual general meeting.


2007.17 Rail Transport
Be it resolved that the Green Party of Saskatchewan will work to maintain and preserve the rail road track between Saskatoon and Regina, specifically the portion that is planned to be demolished between Davidson and Regina.
